Dear bent,
I enclose a copy of a telegram from Nanking
about the assembly of aeroplanes for China in Hong Kong
and of a note summarising the position as we see it.
We are of the opinion that a decision on the answer
to be returned to the Chinese Government will have to
be taken by the Cabinet. It might conceivably save
time if the matter were in the first instance referred
to the Cabinet Committee on the Far Eastern Situation;
how do you feel on this? In any case when you have
considered this letter, I should be most grateful if
you could come over some time soon to discuss the
possibility of circulating a joint Foreign Office and
Colonial Office memorandum setting out the issue, either
for the Cabinet or for the Far Eastern Committee.
